Pay Equity and State Transparency Laws

Culture Strategy or Compliance?

The Minnesota Pay Transparency Law requires employers with 30 or more employees to include good-faith salary ranges and general benefit descriptions in all job postings. When the law went into effect on January 1, 2025, many employers lamented that it would be difficult to explain the posted ranges to current employees.
That’s because the true impact of pay transparency isn't external—it's internal.
The moment you publish a compliant, good-faith salary range on a job posting, you are essentially auditing your own compensation strategy for your entire workforce to see. If your internal pay structures are chaotic, your current employees will notice immediately.
What started as a compliance checklist item, then quickly transforms into a culture crisis if you aren't prepared. But for organizations that pride themselves on transparency and equity, this mandate is actually a massive competitive advantage. It is your opportunity to lean in, clean up messy legacy pay structures, and build an employer brand that top talent actively chases.
With nearly 20 states and Washington D.C. mandating salary transparency, this is the new baseline expectation for top talent. And If your organization posts a "Remote - US" position without a compliant salary range, you may inadvertently be violating strict transparency laws in California, New York, or Colorado the second a resident of those states views your listing.
There are plenty of SaaS tools promising a quick, automated fix to pay equity via a payroll add-on. While software can flag a statistical anomaly, it lacks the human element to resolve it. A software module cannot:
Fix messy job architecture
Write objective criteria for skill-based pay increases, or
Coach a defensive manager through a tense salary conversation.
Software can give you data. A consultant can give you strategies. So for small to mid-size organizations, hiring an external consultant may be the most strategic way to both protect from the risks of non-compliance and to strongly align total rewards and compensation philosophies with values and goals.
Our Process
Aligning your total rewards strategy with state compliance requires a meticulous, multi-phase approach. While every organization’s timeline and final scope will depend on data complexity and leadership alignment, my consulting practice utilizes a structured Four-Phase Framework built specifically to protect small and mid-sized businesses from risk while optimizing retention.
Phase I: Discovery
We deeply analyze your current salary data, job descriptions and architecture, compensation philosophies and total rewards plans for hidden liabilities. You receive a clear timeline and project roadmap tailored to organizational priorities and goals.
Phase 2: Build Pay Grades and Bands
Using multi-variable regression and local market analysis, we build equitable, mathematically defensible pay bands. We also equip you with clear checklists for skills-based increases so your team knows exactly how to earn their next step.
Phase 3: System Realignment
We do the heavy lifting of rewriting job descriptions and aligning your career architecture. We partner directly with your Finance and People teams to correct pay anomalies and adjust job titles smoothly, minimizing internal friction. This phase may also include adjustments to compensation philosophies and total rewards planning.
Phase 4: Cultural Integration (Training and Communication)
We train your hiring leads and supervisors to handle tough compensation conversations with confidence and establish a routine audit cadence so you remain permanently compliant.
Take the Next Step Before Your Employees Do
Achieving total pay transparency is admittedly "one more thing" on an already crowded plate for your leadership team. But you don’t have to navigate complex statistical regressions, multi-state remote liabilities, and delicate communication rollouts alone.
Partnering with an external expert ensures your compliance framework is mathematically defensible, legally sound, and culturally uplifting—without overburdening your internal staff.
Let’s secure your compensation strategy. We’ll discuss a customized Discovery Phase for your organization and ensure your total rewards philosophy truly drives your business goals forward.
